RIM CEO Thorsten Heins just commented on the company's fiscal fourth quarter earnings call that it'll look at ways to broaden its partnerships as it moves into BlackBerry 10, and that could mean licensing the platform to other companies — something that RIM historically hasn't done. He's still "reviewing" how that'll play out, though, saying "whether we build the hardware ourselves or whether we engage in partnerships is part of the review, we'll keep you updated once that is completed."

The language is similar to that used back in January when Heins first took over, and it looks as though he still hasn't made up his mind; he hasn't given guidance on how long the "review" process will take, but by all accounts, the company still intends to deliver the first BlackBerry 10 devices itself.
